# Are cast iron manhole covers exported to Europe covered by CBAM?

Canonical: https://senseible.earth/answers/are-cast-iron-manhole-covers-covered-by-cbam

No, not today. Manhole covers and gratings of cast iron are declared under 7325, cast articles of iron, which is not in Annex I of the CBAM Regulation. Your EU buyer files no CBAM figure for them, though some ask for a product footprint.

## Why not

Annex I covers chapter 73 only for headings 7301 to 7311, 7318 and 7326. Cast articles under 7325, such as manhole covers, gratings and counterweights, are outside it.

## Watch the code

Covers made of steel plate or fabricated frames may be declared under 7308 or 7326, which are covered. Check what your buyer actually declares.

## Could coverage change

The Commission proposed in December 2025 to extend CBAM to some downstream steel and aluminium products. As of October 2026 that is not law, so check Annex I again before each contract season.

## What Senseible does here

Senseible reads your fuel and electricity invoices into dated, fingerprinted records, so if a buyer asks for a product footprint you can answer from documents rather than estimates.
