# Are steel billets, blooms and slabs under CN 7207 covered by CBAM?

Canonical: https://senseible.earth/answers/cbam-cn-7207-billets-slabs-india-exporter

Yes. Semi-finished iron or non-alloy steel, CN 7207, is covered under the Chapter 72 line of Annex I. Direct emissions only, CO2 only. If you sell billets to an EU re-roller, they need your per-tonne figure because your billet becomes their precursor.

## Is it covered?

Yes. CN 7207 billets, blooms and slabs of iron or non-alloy steel are inside the Chapter 72 line of Annex I. Alloy steel semi-finished products fall under 7224 and stainless under 7218, both also covered.

## Precursors to report

- Pig iron, hot metal or sponge iron (DRI) that went into the steel.
- Ferro-manganese, ferro-chrome or ferro-nickel added, if any.
- Agglomerated ore (sinter or pellets) if you run an integrated route and buy it in.

## Default value

The Commission sets default values by CN code and country of origin in the annex to Implementing Regulation (EU) 2025/2621, with a mark-up that rises over the first years. We do not quote the figure here. Open the annex, find your code and India, and treat it as the number your buyer pays on if you send nothing usable.

## What to send your EU importer

- Direct embedded emissions per tonne of billet, in tonnes of CO2, for the period the importer asks about.
- The production route and the installation's name, location and, if registered, its CBAM registry ID.
- Each precursor's embedded emissions and quantity per tonne, and who made it if you bought it.
- Whether a verifier accredited for CBAM has checked the figure. The importer can only use actual values that are verified.

## The common mistake

Sending one company-wide average for all routes. If one site runs a blast furnace and another an induction furnace, the per-tonne figures differ widely. Give a figure per installation and route, matched to the billets actually shipped.

## What Senseible does here

Senseible reads fuel, electricity and purchase invoices into dated, fingerprinted installation records, the starting point for the actual emissions an EU importer asks for. It does not file CBAM declarations or verify emissions.
