# Are stainless steel slabs and sheets under CN 7218 and 7219 covered by CBAM?

Canonical: https://senseible.earth/answers/cbam-cn-7218-7219-stainless-slab-sheet

Yes. Stainless steel in primary and semi-finished forms (7218) and flat-rolled stainless 600 mm or wider (7219) are covered under the Chapter 72 line. Direct emissions only. Ferro-chrome and ferro-nickel are covered precursors and usually the largest share.

## Is it covered?

Yes. CN 7218 covers stainless ingots, slabs and billets; CN 7219 covers stainless sheet, plate and coil 600 mm or wider. Narrower stainless strip is 7220, also covered.

## Precursors to report

- Ferro-chrome (7202 4) and ferro-nickel (7202 6): both covered precursors, so you need each supplier's embedded emissions or the default for them.
- Ferro-manganese (7202 1), if added.
- Pig iron or DRI, if charged. Scrap brings no precursor emissions.

## Default value

The Commission sets default values by CN code and country of origin in the annex to Implementing Regulation (EU) 2025/2621, with a mark-up that rises over the first years. We do not quote the figure here. Open the annex, find your code and India, and treat it as the number your buyer pays on if you send nothing usable.

## What to send your EU importer

- Direct embedded emissions per tonne of stainless product, in tonnes of CO2, for the period the importer asks about.
- The production route and the installation's name, location and, if registered, its CBAM registry ID.
- Each precursor's embedded emissions and quantity per tonne, and who made it if you bought it.
- Whether a verifier accredited for CBAM has checked the figure. The importer can only use actual values that are verified.

## The common mistake

Leaving out the alloys. Stainless can carry more embedded emissions from ferro-chrome and ferro-nickel than from melting. Ask your alloy suppliers for their figures early; most will not have them ready.

## What Senseible does here

Senseible reads fuel, electricity and purchase invoices into dated, fingerprinted installation records, the starting point for the actual emissions an EU importer asks for. It does not file CBAM declarations or verify emissions.
