# Which electricity units count for CBAM: kWh or kVAh, and what about line losses?

Canonical: https://senseible.earth/answers/cbam-electricity-metering-real-power-no-grid-losses

The Commission's guidance says to meter real (active) power, not apparent power, and to ignore transmission and distribution losses before your plant boundary. Many Indian bills charge in kVAh, so use the kWh reading. Meter each process where you can, since the factor applies per production process.

## What to measure

- Active power only: the energy your plant actually consumes. Reactive or apparent power is disregarded.
- Losses between the grid supply point and your boundary are disregarded.
- Meter electricity per production process where possible, because indirect emissions are attributed to processes.

## What this means for an Indian bill

Where a tariff bills in kVAh, the bill usually also prints kWh. Use that. Converting kVAh with a power factor adds an estimate you would have to defend.

## Which factor you multiply by

Indirect emissions equal electricity consumed in MWh times the emission factor. For grid power the default factor is the Commission's country figure in Annex II of the Default Values Act. Annex III has different factors, used only for electricity imported into the EU as a good.

## Who has to do this

Only goods for which indirect emissions count: cement and fertilisers. For steel, aluminium and hydrogen, electricity is not part of the embedded emissions figure.

## What Senseible does here

Senseible reads the printed kWh from electricity bills. On a kVAh bill it uses printed kWh when there is one, and otherwise marks any conversion as an estimate. It does not meter your plant.
