# How many cement plants have CCTS targets, and in which sub-sectors?

Canonical: https://senseible.earth/answers/ccts-cement-targets-by-subsector

186 cement units have targets under the October 2025 rules, against a 2023-24 baseline, in six sub-sectors: Portland pozzolana cement, ordinary Portland cement, composite cement, clinkerisation, white cement and grinding. The 55 grinding units have their own very low intensity values.

## What the schedule shows

- 131 integrated or clinker plants across PPC, OPC, composite, clinkerisation and white cement, plus 55 grinding units.
- Intensities are tonnes CO2e per tonne of equivalent product, with targets for 2025-26 and 2026-27.
- Example: one Karnataka PPC plant has a baseline of 0.4455, a 2025-26 target of 0.4440 and a 2026-27 target of 0.4402.
- Some units have a target only for 2026-27.

## Checking your own plant

Find your registration number (CMTOE or CGUOE plus a state code) in the schedule of G.S.R. 739(E). A unit not listed has no target, though it can still develop offset projects.

## What Senseible does here

Senseible keeps a plant's fuel and electricity invoices as dated, fingerprinted monthly records, the activity data its monitoring plan and verifier work from.
