# What do India's draft CCTS targets for iron and steel plants say?

Canonical: https://senseible.earth/answers/ccts-iron-steel-draft-targets-2026

A draft published in the Gazette on 26 June 2026 proposes targets for 255 iron and steel plants, for the 2026-27 compliance year only, against a 2023-24 baseline. For example, it proposes 2.1695 t CO2e per tonne for AM/NS Hazira, down from 2.2701. Comments were open for 60 days.

## What the draft contains

- G.S.R. 517(E), a draft amendment adding a Third Schedule for iron and steel.
- 255 plants with registration numbers INSOE0001 onward, from integrated plants to smaller units.
- No 2025-26 target; only 2026-27.
- Examples: Tata Steel Jamshedpur 2.3630 to 2.2540; JSW Vijayanagar 2.6178 to 2.4840; Bhilai 3.1487 to 2.9551.

## Status

It is a draft for public comment, taken up after 60 days. Check the Gazette or BEE's carbon market page for the final version before planning on these numbers.

## Same data, two uses

The fuel, power and production records a steel plant keeps for CCTS also feed its CBAM emissions report for EU buyers, though the two systems draw boundaries differently.

## What Senseible does here

Senseible keeps a plant's fuel and electricity invoices as dated, fingerprinted monthly records, the activity data its monitoring plan and verifier work from.
