# When must a CCTS obligated plant submit its monitoring plan, and what goes in it?

Within three months of the start of the first trajectory period, then every year within three months of the compliance year starting. BEE reviews and approves it. It lists emission sources and source streams, meters and sampling points, methods, activity data sources, data flow controls and who is responsible.

## Deadlines

- First plan: within three months of the start of the first trajectory period.
- Later plans: annually, within three months of the start of each compliance year.
- BEE reviews and approves the plan and can ask for changes; the latest approved plan goes to the verifier.

## Minimum contents (Section 5.6)

- Activities, emission sources and source streams to be monitored.
- A diagram of sources, streams, metering and sampling points and indirect energy flows.
- Monitoring methodology, activity data and emission factors, with traceable references for energy, production and other parameters.
- Written data flow and control procedures, fuel sampling and testing procedures.
- Meters used, their range, uncertainty and location, and the analysis methods.
- Who is responsible, and how the plan is reviewed.
