# How does a smelter in a shared industrial park split shared steam, oxygen and power for CBAM?

Canonical: https://senseible.earth/answers/industrial-park-shared-utilities-cbam-allocation

Draw the installation boundary first, then use metered flows. Measurable heat or steam bought from a park utility counts in your direct emissions at the utility's emission factor; electricity bought from the park is indirect. Allocate shared kilns or lines by metered input, not by sales value.

## Boundary first

The installation is the site under your operational control that makes the goods. A park's power plant or steam boiler run by another company is outside it, even if it is next door.

## How each flow is treated

- Imported steam or hot water: counted as direct emissions, using the supplier's emission factor for that heat.
- Electricity: indirect, which for iron and steel goods is not charged.
- Oxygen or nitrogen from a park plant: its electricity is indirect; no direct emissions are added.

## Evidence

Keep meter readings for each flow, the supplier's statement of the fuel and efficiency behind its steam, and the method you used to split shared equipment.

## What Senseible does here

Senseible reads coal, coke, gas and electricity invoices and production records into a dated, fingerprinted record per site, so the direct emissions behind each tonne can be traced to the documents. Emissions factors outside India are entered from the official source and labelled.
