# Can a Korean steel exporter deduct its K-ETS carbon price from the CBAM cost?

Canonical: https://senseible.earth/answers/korea-ets-carbon-price-cbam-deduction

Partly, at most. The EU declarant can deduct a carbon price effectively paid in Korea, net of free allocation, for the emissions embedded in the goods. Most Korean steel installations receive a large share of free allowances and the market price has been low, so the deductible amount per tonne is usually small. Check the current figures each year.

## What counts

- Allowances the installation actually bought or surrendered without a free cover.
- Only the share attributable to the goods shipped to the EU.

## What does not

- Free allowances, which cancel out the price for the tonnes they cover.
- Indirect costs passed through electricity tariffs.

## Evidence

The K-ETS allocation and surrender records for the installation, the price paid and an independent statement of the share for the exported goods. Rules for this deduction may be refined by implementing acts, so recheck before each declaration.

## What Senseible does here

Senseible reads fuel, electricity and material invoices into dated, fingerprinted installation records, the starting point for the actual figures an EU importer asks for. Senseible does not verify emissions or file CBAM declarations.
