# How does an NBFC calculate financed emissions for two-wheeler and commercial vehicle loans?

Canonical: https://senseible.earth/answers/motor-vehicle-loan-financed-emissions

Under PCAF, a motor vehicle loan's financed emissions are the vehicle's annual emissions times an attribution factor: the outstanding loan amount divided by the vehicle's total value at origination. Vehicle emissions come from fuel used, or from distance and fuel economy, multiplied by a fuel factor. Most NBFC books start with estimated data.

## The formula PCAF uses for motor vehicle loans

The motor vehicle loans asset class in the PCAF Global GHG Accounting and Reporting Standard, Part A (second edition, 2022) covers loans taken to buy a vehicle, for consumers and businesses. A general working capital loan to a transporter falls under business loans instead.

1. Attribution factor = outstanding loan amount / total vehicle value at origination. The denominator stays fixed for the life of the loan, so the factor falls as the borrower repays.
2. Vehicle emissions = litres of fuel used in the year x the fuel's emission factor. If fuel is unknown, litres = kilometres driven / fuel economy in km per litre.
3. Financed emissions = attribution factor x vehicle emissions. Add up across all loans and report the total with its data quality score.

## Data quality scores from 1 to 5

Many vehicle loan books start on the weaker end, because the lender records make, model and price but not kilometres. Say so in the disclosure and show how you plan to improve it, for example by collecting odometer readings at service or renewal.

- Better scores: actual fuel consumption, or actual distance with the fuel economy of the known make and model.
- Weaker scores: estimated distance, average fuel economy, or only the vehicle type.
- Check the motor vehicle loans table in PCAF Part A for which data option maps to which score.

## Choices that change the answer most

- Annual kilometres. A commercial vehicle usually runs far more than a private car or scooter. Use segment averages, not one figure for the whole book.
- Fuel economy. A two-wheeler and a light goods vehicle differ widely. Keep a table by vehicle type and fuel.
- Fuel type. Use the matching IPCC 2006 default: diesel 2.68 kg CO2 per litre, petrol 2.31 kg CO2 per litre, CNG 2.69 kg CO2 per kg.
- Electric vehicles. Check how the current PCAF standard treats electricity used for charging. If you include it, estimate kWh from distance and apply the grid factor, 0.710 kg CO2 per kWh for India.
- Vehicle value. Use the total vehicle value recorded at origination, the same figure across reporting years.

## What to put in the disclosure

State the asset class, the number of loans and outstanding amount covered, the method for distance and fuel economy, the emission factors and their source, and the weighted data quality score. These are CO2 figures from fuel combustion only; say so if you do not add methane and nitrous oxide.

## Worked estimate: two loans

- Light diesel goods vehicle: Rs 6 lakh outstanding on a Rs 10 lakh vehicle, attribution 6 / 10 = 0.6
- 12,000 km a year / 15 km per litre = 800 litres; 800 x 2.68 = 2,144 kg CO2
- Financed: 0.6 x 2,144 = 1,286 kg, about 1.29 t CO2
- Petrol two-wheeler: Rs 40,000 outstanding on an Rs 80,000 vehicle, attribution 0.5
- 8,000 km a year / 45 km per litre = 177.8 litres; 177.8 x 2.31 = 410.7 kg CO2
- Financed: 0.5 x 410.7 = 205 kg CO2

Distance and fuel economy here are assumptions, so these figures sit at the weaker end of the PCAF data quality scale. Replace them with actual readings as you collect them.

## What Senseible does here

Senseible does not calculate financed emissions for a loan book. It reads fuel invoices, so a transport borrower can give its lender documented litres of diesel or petrol instead of an estimate, which improves the data quality score for that loan.
