# How should a lignite mine contractor at Neyveli count diesel used to move overburden?

Canonical: https://senseible.earth/answers/neyveli-lignite-mine-overburden-diesel-scope-1

As Scope 1 if the contractor owns or runs the excavators, dumpers and pumps: litres of diesel times 2.68 kg CO2 per litre. For the mine owner, the same emissions are Scope 3 unless it controls the fleet. Surface lignite mines release little methane.

## Who reports what

- Contractor operating the machines: Scope 1.
- Mine owner: Scope 3, unless the contract gives it operational control of the fleet.

## Records

- Diesel issued per machine from the site tank register.
- Hours run and volume of overburden moved, for an intensity per cubic metre.
- Electricity for pumps and conveyors, as Scope 2.

## Methane

IPCC defaults for surface mining give low methane per tonne compared with underground coal mines. Include it for completeness if the mine owner asks, using the surface mining default.

## What Senseible does here

Senseible reads fuel, electricity and production documents into dated, fingerprinted plant records, so the monthly intensity behind a figure can be traced to its source.
