# What did the first PAT cycle achieve?

Canonical: https://senseible.earth/answers/pat-scheme-cycle-1-results

PAT cycle I ran from 2012-13 to 2014-15 for 478 plants in eight sectors. It targeted 6.686 million tonnes of oil equivalent of energy savings and achieved 8.67, which BEE puts at about 31 million tonnes of CO2 avoided. Over-achievers earned Energy Saving Certificates, or ESCerts, to sell.

## Who was covered

478 designated consumers in aluminium, cement, chlor-alkali, fertiliser, iron and steel, pulp and paper, thermal power and textiles. Each got a specific energy consumption target based on how efficient it already was, so efficient plants got smaller cuts.

## Results

- Target: 6.686 MTOE, about 4.05% of the sectors' energy use
- Achieved: 8.67 MTOE
- CO2 avoided: about 31 million tonnes
- ESCerts issued: about 38.25 lakh to 306 plants
- Plants told to buy ESCerts for shortfalls: 110, for about 14.25 lakh

## Why it still matters

The same plants and sectors form the core of the CCTS compliance market. Plants that kept clean PAT records already know how to report production, energy and baselines in the form a regulator checks.

## What Senseible does here

Senseible turns fuel and electricity invoices into monthly energy and emission records per site, the raw material for tracking specific energy consumption against a target.
