# Can one PPA cover our plants in different Indian states under SBTi V2?

Canonical: https://senseible.earth/answers/sbti-v2-ppa-deliverability-36-months

Possibly. SBTi Corporate Net-Zero Standard V2.0, C30.3b, lets one PPA with a low-carbon project in any of your interconnected activity pools on one wide-area synchronous grid cover your combined load, if offtake starts within 36 months of the project's commissioning and market-instrument rules allow it.

## The conditions in C30.3b

1. Your operations sit in two or more interconnected activity pools within one wide-area synchronous grid.
2. The project is located in one of those pools, not elsewhere.
3. The PPA covers the combined load of those operations.
4. Offtake begins within 36 months of the project's commissioning.
5. You stay within the regulatory limits on market instruments.

## The open question for India

An activity pool is drawn on deliverability regions. Footnote 47 says SBTi will revisit deliverability definitions after the GHG Protocol finishes its revision, so how India's grid is divided is not settled. Whether each state, each region or the whole country is one pool will decide whether you even need this clause.

## Other routes

- C30.3a: prove physical delivery, holding the transmission rights through regulation, contracts or recognised instruments.
- C30.5: market instruments from long-term contracts signed before 1 February 2027 stay deliverable to the pools they were already applied to, shared by load. Renewing them does not extend this.
- C31.3: the project must also pass the 15-year generator age limit.

## Example: three plants, one PPA

- Plants: Gujarat 8 GWh, Tamil Nadu 5 GWh, Haryana 7 GWh: 8 + 5 + 7 = 20 GWh
- New solar and wind project in Gujarat, commissioned June 2026
- Offtake must start by June 2029 (36 months)
- A 20 GWh PPA could cover all three plants if the states are treated as interconnected pools
- A project in Rajasthan, where there is no plant, would not qualify under this clause

Example company.

## What Senseible does here

Senseible reads each plant's electricity bills, so state-by-state consumption is ready for a load-weighted split. Market-based Scope 2 needs the PPA's generation and attribute data. It does not set, validate or assure SBTi targets.
