# Which sectors are covered by India's PAT scheme?

Canonical: https://senseible.earth/answers/which-sectors-are-in-the-pat-scheme

PAT began with eight: aluminium, cement, chlor-alkali, fertiliser, iron and steel, pulp and paper, thermal power and textiles. Cycle II added refineries, railways and electricity DISCOMs. BEE now also lists petrochemicals and commercial buildings such as hotels, each notified with its own energy threshold.

## Sectors BEE lists for PAT

- Aluminium
- Cement
- Chlor-alkali
- Fertiliser
- Iron and steel
- Pulp and paper
- Thermal power plants
- Textiles
- Petroleum refineries
- Railways
- Electricity DISCOMs
- Petrochemicals
- Commercial buildings (hotels)

## How a plant gets in

Being in a listed sector is not enough. A plant becomes a designated consumer only if its annual energy use crosses the threshold notified for its sector, through notifications such as S.O. 394(E) of 2007 and later amendments that BEE publishes on its PAT page.

## Overlap with CCTS

Many PAT sectors are also obligated under the Carbon Credit Trading Scheme, with greenhouse gas intensity targets set by separate rules. Check both lists for your unit.

## What Senseible does here

Senseible turns fuel and electricity invoices into monthly energy and emission records per site, the raw material for tracking specific energy consumption against a target.
