# How often should an MSME measure its carbon footprint?

Most MSME owners are told to "measure carbon" without anyone explaining how often. The honest answer depends on three things: what you will do with the number, who is asking for it, and how much it costs you to produce. Get those three right and the frequency answers itself.

## The short answer

## Why "annual" is usually wrong for operators

Annual measurement is fine for the disclosure team, but it is useless for the people who can actually reduce emissions. By the time the annual report lands in April, the decisions that drove last year's emissions (supplier contracts, freight modes, energy mix) were made in the prior 12 months. You cannot change them retroactively.

Operators need a monthly or at least quarterly signal so they can:

- Catch a sudden grid-factor change before it compounds across four invoices.
- Notice a switched freight mode (sea to air) the week it happens, not the year after.
- Tie an energy-efficiency investment to a measurable reduction within the payback window.

**Rule of thumb.** Measure at the cadence at which a reduction decision can still be taken. For most MSMEs that is monthly for energy and logistics, quarterly for procurement-driven Scope 3, annual for capital-stock items like buildings.

## Cost vs accuracy trade-off

Each measurement cycle costs time. Three drivers determine how much:

1. **Document collection.** How many invoices, bills and slips need to be gathered.
2. **Calculation.** Manual spreadsheet vs automated MRV.
3. **Verification.** Self-attested vs third-party assured.

For a mid-sized manufacturer, a manual annual cycle can consume many staff-hours. A monthly automated cycle through a deterministic MRV layer takes far less time per cycle, and the per-document verification cost falls below the cost of *not* having the number when a buyer or banker asks.

## How to decide

Ask three questions:

1. *Who is the most demanding consumer of the number?* If it is an EU importer of CBAM goods, have data ready for each shipment and for its annual declaration. If it is your own board, monthly is sensible.
2. *What is the longest acceptable delay between an emission event and your knowing about it?* For a logistics-heavy MSME, the answer is days, not months.
3. *What is the cost of a wrong number?* If a wrong baseline costs you a green loan rate concession, the annualised cost of measurement under-investment is much larger than the cost of measuring more often.

## Recommended cadence by company size

- **Under 25 employees.** Quarterly minimum, monthly if you have an export buyer.
- **25–100 employees.** Monthly for energy and freight, quarterly for procurement, annual roll-up for disclosure.
- **100+ employees.** Continuous (document-by-document) for Scope 1 and 2, quarterly for Scope 3, annual assured roll-up.

## FAQ

**Is once-a-year carbon measurement ever enough?** Only if you have no green loan, no export buyer, no ESG-disclosing customer, no carbon-credit ambition and no internal reduction target. In practice that excludes almost every MSME with growth plans.

**Does more frequent measurement mean more work?** Not if it is automated. Manual frequent measurement is painful. A deterministic MRV layer that ingests existing invoices reduces marginal cost per cycle to near zero.

**What about seasonal businesses?** Measure monthly during the active season and quarterly during the off-season, but always close an annual roll-up so year-on-year comparison stays clean.
