# CBAM for Fastener Exporters in India (CN 7318)

Bolts, nuts, screws and washers look like the least carbon-intensive thing a factory can make. Under the EU's Carbon Border Adjustment Mechanism they are steel products like any other. Fasteners classified under CN code 7318 are covered, so every tonne an EU importer brings in from India, including from the fastener clusters around Ludhiana, carries a certificate cost based on its embedded emissions.

For an exporter this raises a practical question: how do you keep EU distributors buying when the CBAM cost depends on data you may not have?

## What the EU importer now needs

Since 1 January 2026, CBAM has moved from reporting to payment. The importer, as authorised declarant, must declare the embedded emissions of the fasteners and buy certificates for them. There are two ways to establish those emissions:

- **Actual emissions,** verified, from the installation that made the fasteners, including the emissions of the steel wire rod or bar they were made from.
- **Default values** set by the EU for each product category and country of origin, with a mark-up of 10 percent in 2026, 20 percent in 2027 and 30 percent from 2028.

Industry guidance for EU buyers warns that defaults, differentiated by origin and product category, can produce considerably higher carbon costs than verified data. That is the gap an Indian exporter can close.

## The bottleneck nobody planned for

The European Fastener Distributors Association has warned of a severe bottleneck in verifying actual emissions in 2026, because there are too few accredited verifiers to visit the many fastener makers around the world. An exporter who starts early is more likely to have verified data when the importer needs it.

## Where a fastener's embedded emissions come from

Most of the carbon is in the steel. A fastener maker buys wire rod or bar, draws it, forms it cold or hot, heat-treats it and coats it. The precursor steel usually dominates; heat treatment furnaces and coating add the rest. So:

1. **Get your steel supplier's data.** Ask for installation-level emissions per tonne of wire rod or bar, with the production route. Steel from scrap-based electric arc furnaces usually embeds far less than blast-furnace steel.
2. **Measure your own process.** Electricity and fuel for drawing, forming and heat treatment, matched to tonnes produced.
3. **Allocate by product family.** Group fasteners with similar processing so emissions per tonne are defensible.

## What is coming

The EU has proposed bringing about 180 more downstream steel and aluminium products into CBAM from January 2028, including fabricated metal parts and components. Exporters of assemblies that contain fasteners should expect the same questions.

## Turning the data into an advantage

A distributor choosing between two suppliers at the same price will choose the one whose fasteners carry the lower, verifiable CBAM cost. Senseible turns your electricity bills, fuel invoices and steel purchase records into emissions per month and per tonne, each linked to its source document, which is the starting file for a verifier.
