# How Can Textile Recyclers in Panipat Get Green Finance and Keep EU Buyers?

Panipat turns the world's discarded clothes into blankets, yarn and home furnishings. It is often called India's recycling capital, and recycled textiles are exactly what European brands say they want more of. That should make the cluster a natural fit for green finance. In practice, many units run old machines, burn fuel for dyeing and have little paperwork to show buyers what they do.

This article answers how a Panipat recycler can finance cleaner production and prove it to the buyers who matter.

## Where the cluster stands

Reporting on the cluster describes a mixed picture. Many dyeing units have moved from coal to biomass or LPG, but energy efficiency and effluent treatment remain uneven, and many enterprises still run machinery 10 to 15 years old. One estimate puts the cluster's emissions at about 1.4 million tonnes of CO2 a year.

## What European buyers are starting to ask

Recycled content is a selling point only if it can be shown. Sources on the cluster tie its exposure to the EU's Ecodesign for Sustainable Products Regulation, the coming **Digital Product Passport**, restrictions on textile waste exports and tighter reporting. Only some export-oriented units hold certifications such as the Global Recycled Standard or GOTS today. Textiles are not covered by CBAM, but the passport will ask for information that starts on the factory floor: materials, recycled share, and in time, environmental footprint.

## Help that exists

The EU SWITCH-Asia **Green Threads** project, running from 2025 to 2028 and led by the Foundation for MSME Clusters, works with Panipat recyclers on sustainability and finance. It held an exporters' workshop on EU textile rules in August 2025 and launched a Digital Product Passport pilot with Green Story. A draft sustainability readiness study of the cluster, prepared with Reverse Resources and SUSTENT Consulting, was published for comment in February 2026.

## What green finance can pay for

- **Efficient dyeing and finishing machines** that use less heat, water and chemicals.
- **Boiler upgrades** and fuel switching where coal remains.
- **Rooftop solar** for spinning and weaving loads.
- **Effluent treatment** improvements.

Bank green loans, SIDBI's energy efficiency products and, where Panipat is a notified cluster, the BEE's ADEETIE interest subvention are the main routes; see [ADEETIE scheme eligibility and application](https://senseible.earth/climate-intelligence/adeetie-scheme) and [how to get a green loan in India](https://senseible.earth/climate-intelligence/how-to-get-green-loans-india-carbon-data).

## What to document, for lenders and buyers alike

1. **Energy by month:** electricity bills and fuel invoices, in units.
2. **Output by month:** kilograms of yarn or pieces.
3. **Inputs:** purchase records for waste and fibre, showing recycled share.
4. **The project:** expected saving and how it will be measured.

Senseible turns bills, fuel invoices and purchase records into monthly energy and emissions per kilogram, each linked to its source document, a starting point for both the loan file and the product passport. For buyer data requests, see [Scope 3 data for Pakistani textile exporters](https://senseible.earth/climate-intelligence/pakistan-textile-scope-3-emissions-eu-buyers), which applies equally to Indian suppliers.

Confirm current eligibility and terms with the lender before you apply.
