# How to Get a Green Loan for a Steel MSME in Ludhiana or Raipur

Ludhiana and Raipur sit at two ends of India's small-steel economy. Raipur, with Siltara and Urla, makes sponge iron, billets and rolled products close to the iron ore and coal. Ludhiana turns steel into forgings, fasteners, cycle parts and auto components for buyers across India and abroad. Both run on furnaces, and both pay heavily for power and fuel.

The question owners ask is whether green finance can pay for the next furnace, the waste-heat system or the solar plant, and what a lender will want to see.

## The schemes worth knowing

**SIDBI's End-to-End Energy Efficiency (4E) product.** SIDBI pairs technical help with a concessional loan: a walk-through audit, a detailed energy audit, a bankable project report, help with implementation, then finance for the measures the audit finds. Secondary sources put 4E loans at ₹10 lakh to ₹1.5 crore; confirm the current range with SIDBI.

**Cluster programmes.** The Bureau of Energy Efficiency has run its SME energy efficiency programme in the Ludhiana forging cluster with the Ludhiana Auto Parts Manufacturers Association, installing efficient technology in demonstration units for the rest of the cluster to copy. Ask the association whether a current round is open.

**Central MSME schemes.** A Lok Sabha answer on iron and steel MSMEs describes the sector as highly energy inefficient and names MSE-GIFT and the ZED scheme as current support, while acknowledging that much more green financing is needed.

**ADEETIE.** The Bureau of Energy Efficiency's ₹1,000 crore ADEETIE scheme lists Ludhiana and Raipur among its steel re-rolling clusters, with a reported interest subvention of 5 percent for micro and small units and 3 percent for medium units on energy-efficient technology loans, for projects that show at least 10 percent energy savings. See [green finance for Jalna's re-rolling mills](https://senseible.earth/climate-intelligence/green-loan-steel-rolling-mill-jalna) for how the savings test works, and confirm current terms with the BEE or your bank.

**State support.** In Chhattisgarh, the Chief Minister has said that industries adopting green energy will receive additional support, including special grants. The details depend on the state's current industrial policy; check with the state industries department.

## Why evidence decides the price

Two standards now shape how a lender and a buyer read a steel MSME's numbers.

India's **Green Steel Taxonomy**, released by the Ministry of Steel in December 2024, classes steel made with less than 2.2 tonnes of CO2e per tonne of finished steel as green, with star ratings for lower intensities. It gives a bank a common yardstick for "green steel" rather than a marketing claim.

The EU's **Carbon Border Adjustment Mechanism** applies to iron and steel imports from 2026. A Ludhiana forger exporting steel goods covered by CBAM, or a Raipur mill supplying one, will be asked for embedded emissions per tonne. Without actual data, the importer uses EU default values, which carry a mark-up of 10 percent in 2026, 20 percent in 2027 and 30 percent from 2028. See [the CBAM cost guide for Indian steel exporters](https://senseible.earth/climate-intelligence/cbam-compliance-cost-indian-steel-exporters-2026-2034) or work out a shipment with the [CBAM calculator](https://senseible.earth/cbam-calculator).

In both cases the cheaper answer comes from measured data: what went into the furnace, how much power it drew, and how many tonnes came out.

## A practical sequence

- Pull twelve months of electricity bills, coal, gas and fuel invoices, and production records. Put them in physical units by month.
- Get an energy audit, through 4E or a BEE-empanelled auditor, so the project report rests on measured numbers.
- Choose the measures with the shortest payback first. In Raipur, one listed sponge iron maker, Shri Hare-Krishna Sponge Iron, has reported commissioning a 5 MW green captive power plant to cut power costs.
- Apply with the audit, the baseline and supplier quotations. After installation, keep the bills: they are the proof at review time and for your buyers.

Confirm current eligibility and terms with the lender before you apply.
