Are fabricated steel structures, towers and steel doors and windows covered by EU CBAM?

Yes. Structures and parts of structures of iron or steel, such as bridges, towers, lattice masts, roof frames, columns, and steel doors, windows and frames, fall under heading 7308, which is in Annex I of the CBAM Regulation. Prefabricated buildings classified under 9406 are not covered today.

What heading 7308 includes

Where the line falls

Why the precursor steel dominates

A fabricator cuts, drills, welds and paints steel bought from a mill. CBAM counts direct emissions of your own processes plus the embedded emissions of the steel you used as precursors. Cutting gases and paint shop ovens add a little; the mill's emissions per tonne decide most of your number. Ask each mill for its embedded emissions data now, by grade and route.

What to send the importer

Embedded emissions per tonne of fabricated steel for the reporting period, the tonnes of each steel input and its supplier's figure, and your own fuel use. Without supplier data the importer falls back on default values, which include mark-ups from 2026.

Could coverage change

The European Commission proposed in December 2025 to extend CBAM to certain downstream products made largely of steel and aluminium. As of October 2026 that proposal is not law. Until it is adopted, coverage is what Annex I lists today, so check Annex I again before each contract season.

What Senseible does here

Senseible reads your fuel and electricity bills into dated, fingerprinted installation records, the starting point for the actual emissions your EU importer asks for, and its CBAM cost calculator estimates certificate cost from 2026 to 2034 for covered goods. Your EU importer confirms the CN code.
