How is the CBAM 50-tonne threshold counted?

Per importer, per calendar year, by net mass, across steel, aluminium, cement and fertiliser goods combined. An importer bringing in 50 tonnes or less a year in total is exempt. Hydrogen and electricity have no threshold. The rule came in with Regulation (EU) 2025/2083.

What is counted

What is not counted

Hydrogen and electricity. Any import of those needs the full CBAM process, whatever the volume.

What it means for you

Common mistake

Counting per shipment or per product. The threshold is the importer's yearly total across the four sectors, so many small orders can still add up.

What Senseible does here

Senseible reads fuel, electricity and purchase invoices into dated, fingerprinted installation records, the starting point for the actual emissions an EU importer asks for. It does not file CBAM declarations or verify emissions.
