Can an MSME earn carbon credit certificates under India's CCTS offset mechanism?
Yes, in principle. The offset mechanism, added to the Carbon Credit Trading Scheme in December 2023, lets non-obligated entities register projects that reduce, remove or avoid emissions and earn carbon credit certificates. The project must follow a BEE-approved methodology and pass verification by an accredited agency, so it only works where an approved method fits.
Two routes inside CCTS
Most MSMEs are not obligated entities, so the offset route is the one that could apply to them.
- Compliance mechanism: obligated entities in notified sectors get emission intensity targets. Those that beat their target earn certificates; those that miss must buy them.
- Offset mechanism: entities that are not obligated can register voluntary projects and earn certificates for verified reductions or removals.
Who does what
- Bureau of Energy Efficiency (BEE): administers the scheme, approves methodologies and recommends issuance.
- Accredited carbon verification agencies: validate and verify projects.
- Grid Controller of India: acts as the registry.
- Power exchanges: trading of certificates, under CERC regulation.
Steps for a project
- Check that your activity matches a methodology BEE has approved for the offset mechanism.
- Prepare the project documents as the BEE detailed procedure requires, including baseline and monitoring plan.
- Have the project validated and registered.
- Monitor and keep records for the crediting period.
- Get each period verified, then receive certificates in the registry and sell them.
Is it worth it for a single MSME?
The same economics as voluntary credits apply. Validation and verification are fixed costs, while revenue depends on tonnes reduced. A single small rooftop solar or boiler project may not earn enough tonnes to cover them. Check whether a larger developer or cluster body can bundle projects before committing.
What Senseible does here
Senseible shows carbon credit eligibility signals from your fuel and electricity records and keeps that evidence traceable. It is not a registry, does not register CCTS projects and plays no part in BEE issuance.
