Do all bank loans to MSMEs count as priority sector lending, including green loans?
Yes. RBI's Priority Sector Lending Directions, 2025 say all bank loans to MSMEs qualify, whatever they fund, so a green or efficiency loan to a Udyam-registered unit counts. Invoice discounting on TReDS and with-recourse factoring for an MSME seller also qualify. Banks must lend 7.5 percent of adjusted net bank credit to micro enterprises.
What the Directions say
- All bank loans to MSMEs qualify as priority sector, using RBI's MSME definition as updated.
- Loans up to ₹50 crore to start-ups that meet the MSME definition also qualify.
- Factoring through TReDS, and with-recourse factoring where the seller is an MSME, qualify on the reporting dates (not for regional rural banks and urban co-operative banks).
- All loans to Khadi and Village Industries units count as lending to micro enterprises.
Targets banks are measured on
Most banks must lend 40 percent of adjusted net bank credit to the priority sector, and 7.5 percent to micro enterprises specifically. A bank short of its micro target has a reason to want your loan.
What priority sector status does not do
- It does not set a lower interest rate; pricing still depends on the bank's lending rate and your risk.
- It does not replace Udyam registration, which is how the bank shows you are an MSME.
- It does not label a loan as green. Green classification follows the lender's green loan framework or a scheme such as SIDBI's Green Finance Scheme.
What Senseible does here
Senseible prepares the energy and emissions evidence for the green side of a loan file, which priority sector status does not cover.
- Udyam registration for bank loans
- Priority sector limit for renewable loans
- Why MSME loan rates follow the repo rate
