What should an estimation note say so a verifier accepts an estimated emission figure?

A verifier accepts an estimate when the note states what data is missing and why, the method used, every input and its source, the period, the estimate's share of the total, an uncertainty range, and who approved it. It should let someone else repeat the calculation and get the same number.

The eight lines every note needs

  1. Gap: which source, site and months are missing, and why (bill lost, meter faulty, supplier did not reply).
  2. Effort to recover: what you tried, such as duplicate bills from the discom or the supplier's ledger.
  3. Method: the approach, for example run hours times fuel rate, or the average of the months either side.
  4. Inputs and sources: each number with the document it came from.
  5. Calculation: the arithmetic, with the emission factor and its source.
  6. Materiality: the estimate's share of the scope total and of the inventory.
  7. Uncertainty: a low and high case, and what drives the range.
  8. Approval: who prepared it, who approved it, and the date.

What verifiers test

Under ISO 14064-3 the verifier gathers evidence and checks that the method is reasonable, applied consistently and documented. They will re-perform the calculation, compare it with nearby actual months, and check that the inputs exist. An estimate with no stated basis is treated as an unsupported figure, and if large it can lead to a qualified opinion.

Keeping estimates under control

Worked example: two months of DG diesel with no invoices

Run hours, fuel rate and the Scope 1 total are illustrative.

What Senseible does here

Senseible labels figures by where they came from, such as read from a document, an estimate, or entered by you, so an estimation note can point to the exact lines. The note itself, and the choice of method, are yours.
