Can fuel bought on cash memos or without a GST invoice count in my carbon footprint?

Yes, it has to. Your footprint covers every fuel you burn, whatever paper came with it. A cash memo, pump bill or handwritten receipt works as evidence if it shows date, seller, fuel, quantity and amount. Where a receipt is missing, record the purchase from your cash book or stock register and mark it as weaker evidence.

Completeness comes before paperwork

The GHG Protocol completeness principle asks you to account for every emission source inside your boundary and to explain any exclusion. Leaving out cash fuel to keep the file tidy understates Scope 1. In a small unit, cash diesel for the DG set or firewood for a furnace can be a large share of the total.

Why there is often no GST invoice

What makes a cash bill usable evidence

ISO 14064-3 asks a verifier to gather sufficient, appropriate evidence and test it against other records. A cash bill backed by a payment entry and a log entry holds up far better than any one of them alone.

When there is no paper at all

  1. Record the purchase from the cash book or UPI statement: date and amount.
  2. Convert to quantity using the seller's rate for that date, and label it an estimate. The rupee to litre method is set out in the page on amount-only fuel bills.
  3. Cross-check against use: DG run hours, boiler hours or production.
  4. From now on ask the vendor for a dated bill with quantity, even a handwritten one.

Firewood and other biomass

CO2 from burning firewood is biogenic: report it separately, outside the scopes. The methane and nitrous oxide from burning it are Scope 1, in CO2e. Record the quantity in kg from the cash bill or a weighbridge slip.

Worked example: a month with two lost pump bills

2.68 kg CO2 per litre is the IPCC 2006 default for diesel.

What Senseible does here

Senseible reads pump bills, fuel slips and photographed paper receipts, and gives every file a SHA-256 fingerprint so the same photo uploaded twice is not counted twice. A purchase with no document at all is recorded from your own cash book or stock register.
