How much of my open access or captive renewable power can I bank with the discom, and for how long?

Under the Green Energy Open Access Rules, 2022, the discom must let you bank at least 30 percent of the electricity you buy from it each month. Banked units are settled within a banking cycle your state commission sets, and the commission also sets the banking charge. Your state regulation decides the exact limit.

The national floor and what it is measured against

The Rules, notified by the Ministry of Power on 6 June 2022, oblige the discom to offer banking for at least 30 percent of a consumer's monthly consumption from the discom. The Ministry has clarified that the 30 percent is worked out on energy bought from the discom only, not on units you already receive through open access or captive supply.

It is a floor. A state commission may allow more, and older captive wind and solar agreements may still run on earlier state orders until they expire.

How long banked units last

What banking costs

The state commission sets banking charges to cover the discom's extra cost. Some states take the charge in kind, as a share of the units deposited, and some in rupees per unit. Standby charges may also apply where you use the discom as backup. The charge is in the state's green energy open access or banking regulation, and states have been rewriting these to align with the 2022 Rules.

Sizing rule before you add capacity

  1. Take your monthly discom purchase and find the state banking limit for it.
  2. Estimate monthly renewable generation not used at the time it is produced.
  3. If that surplus is above the limit, or falls in a season you cannot draw it back in the same cycle, the extra units earn you little. Size the plant to the units you can use or bank.
  4. Deduct the banking charge from banked units before you count savings.

Worked example: a sunny month (illustrative state terms)

The 8 percent charge is an assumption for illustration. Use your state's limit and charge; a state allowing more than 30 percent changes the result.

What Senseible does here

Senseible reads your electricity bill for billing period, tariff and units, and does not count net-metered units as consumption. Banked units drawn back show on the discom's bill or energy account, which is the evidence you keep for market-based Scope 2.
