How did India issue its sovereign green bonds in 2022-23?

India planned ₹16,000 crore of sovereign green bonds for 2022-23 under its November 2022 framework, to fund public sector projects that cut the carbon intensity of the economy. The first auction, on 25 January 2023, sold ₹4,000 crore each of 5-year and 10-year bonds at cut-off yields of 7.10% and 7.29%.

Why the government issued them

The Union Budget 2022-23 announced that the Government of India would issue Sovereign Green Bonds as part of its market borrowing, to raise money for green infrastructure. Proceeds go to public sector projects that help reduce the carbon intensity of the economy. The government issued its Sovereign Green Bond Framework on 9 November 2022.

They were sold through RBI's E-Kuber system by uniform price auction.
