How do I treat GST stock transfer invoices between my own units in carbon accounting?

Leave them out of purchases. A stock transfer invoice between two GSTINs of the same company is a tax document, not a purchase from outside, so the goods are not Scope 3. Count the material once, when it was first bought from a supplier, and count only the transport between units.

Why GST needs an invoice but carbon accounting does not

Each state registration of a company is a distinct person under Section 25 of the CGST Act 2017. Schedule I, paragraph 2 treats goods moved between distinct persons as a supply even without payment, so the sending unit issues a tax invoice and charges IGST. Under the GHG Protocol Corporate Standard both units sit inside one organisational boundary. Nothing was bought from outside, so no Scope 3 purchase happened.

How to spot them in a purchase register

What does count

Separate companies in a group are different

If the two units belong to different companies with different PANs, the sale is a real purchase for the receiving company's own report. In a consolidated group report, sales between group companies drop out, just as stock transfers do. Write down which view each report takes.

Worked example: double counting from one transfer

Quantities are illustrative. The diesel factor is the IPCC 2006 default.

What Senseible does here

Senseible fingerprints every file so an identical upload counts once. Upload the outside supplier's invoice for each material and keep stock transfer invoices out of your purchase uploads, so the material is counted once at the unit that bought it.
