Is copper wire rod or copper cathode covered by EU CBAM, and will it be?

No. Copper is not in Annex I of the CBAM Regulation, so copper cathode (heading 7403), copper wire rod and wire (7408) and other Chapter 74 goods carry no CBAM obligation today. CBAM covers cement, electricity, fertilisers, iron and steel, aluminium and hydrogen. Copper could be added only by amending the regulation.

What Annex I covers today

Annex I of Regulation (EU) 2023/956 lists goods by CN code under six sectors: cement, electricity, fertilisers, iron and steel, aluminium and hydrogen. No heading from Chapter 74 (copper and articles of copper) appears in it. Refined copper cathodes, copper alloys such as brass, copper wire rod, drawn wire, strip and foil are therefore outside CBAM, and your EU importer files nothing for them.

Where cable makers can still be caught

Will copper be added

Article 30 of the regulation requires the Commission to review the scope and assess extending it to other goods at risk of carbon leakage. On 17 December 2025 the Commission proposed, in COM(2025) 989, adding about 180 downstream goods from 2028. They are steel and aluminium intensive goods, including some insulated wire and cable lines under 8544 that contain steel or aluminium. No Chapter 74 copper heading is reported in it. The proposal is not law yet: the Parliament and the Council still have to agree it.

If you ship copper cable with steel armour or aluminium parts, read the 8544 entries in the proposal's annex on EUR-Lex against your exact CN code, and watch for the adopted text.

Footprint requests outside CBAM

Large EU buyers often ask copper suppliers for a product carbon footprint for their own Scope 3 reporting, outside CBAM. That request is voluntary, but answering it from metered electricity and fuel records keeps you ready if the scope ever widens.

What Senseible does here

Senseible's CBAM cost calculator covers the Annex I sectors, so there is nothing to price for copper today. For buyers who ask for a footprint, it keeps your Scope 1 and 2 records from fuel invoices and electricity bills, each line tied to its source document.
