If we lease out industrial sheds or warehouse space, do we report the tenants' electricity as Category 13?

Usually yes. Under operational control, tenants run the sheds, so their electricity goes in your Scope 3 Category 13, downstream leased assets. Under financial control or equity share with an operating lease, it goes in your Scope 1 and 2. Electricity for common areas you run stays in your Scope 2.

Decision table for the lessor

When power comes through your connection

Many estates take one HT connection and bill tenants by sub-meter. The kWh on tenants' sub-meters are their Scope 2 under operational control. Take them out of your own Scope 2 and report them in Category 13, so your Scope 2 covers only common areas and your own office. Keep the main meter, sub-meter totals and losses reconciled, and count each tenant kWh once: here in Category 13, not again as resold electricity in Category 3.

Is Category 13 required?

Scope 3 categories are included when relevant. For a company whose business is leasing space, tenant energy is often its largest Scope 3 source, so leaving it out needs a written reason. Include tenant diesel generators and other fuel use where you can get the figures.

When tenants will not share data

  1. Use sub-meter readings you already hold.
  2. Otherwise ask for discom bills, with names and account numbers hidden.
  3. As a last resort, estimate from floor area x a kWh per square metre benchmark for that use, labelled as an estimate.

Worked example: an estate of 20 sheds

Shown under the operational control approach with operating leases. Under financial control the 1,278 t and 26.8 t would move into your Scope 2 and Scope 1.

What Senseible does here

Senseible reads kWh from the electricity bills tenants share with you, and from your own bills, and applies the CEA factor of 0.710 kg CO2 per kWh. Your consolidation approach, and so the category, is a reporting choice you record.
