How do I count outsourced housekeeping, security and facility services in Scope 3?

They go in Scope 3 Category 1, purchased services. Multiply the year's contract value before GST by a spend-based factor for building services, and label it an estimate. Where the contractor burns fuel for you, such as patrol vehicles, ask for litres and use activity data instead.

What is already in your Scope 1 and 2

Electricity the cleaners and guards use on your premises is on your bill, so it is your Scope 2. A DG set you own, and refrigerant your FM contractor tops up in your ACs, are your Scope 1, even if the contractor does the work. Do not count these again in Category 1.

What goes in Category 1

Doing the spend-based sum properly

  1. Take the taxable value from each invoice, before GST.
  2. Convert rupees to the factor's currency and adjust to its base year.
  3. Pick the factor that matches the service, such as services to buildings or investigation and security services, from a named EEIO database.
  4. Label the line spend-based and keep the factor source and edition beside it.

When to ask the contractor for data

For labour-heavy services, a spend-based figure is often good enough. Ask for activity data where the contractor runs vehicles or machines for you: patrol bikes, ride-on sweepers, garden equipment or a hired DG. Litres of fuel times the IPCC factor beats any spend estimate.

Worked example: an office campus (illustrative factors)

Use a named EEIO factor and deflate to its base year; 0.2 is an assumption.

What Senseible does here

Senseible reads purchase invoices and, where only spend exists, gives a spend-based estimate labelled spend-based with wider uncertainty; lines with a printed quantity, such as litres of fuel, use activity data. Each invoice is kept with a SHA-256 fingerprint.
