How much does the Partial Risk Sharing Facility guarantee on an energy efficiency loan?
The Partial Risk Sharing Facility partly guarantees energy saving loans from participating lenders: 40 to 75 percent of the loan amount, or up to ₹15 crore per project, for a tenure of up to 5 years. The World Bank implements it with Clean Technology Fund and Global Environment Facility money, and SIDBI executes it.
Who does what
- World Bank: implementing agency, with funding from the Clean Technology Fund and the Global Environment Facility.
- SIDBI: project executing agency.
- BEE: co-chairs the advisory committee and gives policy guidance.
- Participating financial institutions: make the loans that the facility partly guarantees.
The cover
Each energy saving loan from a participating lender is partially guaranteed for a maximum tenure of 5 years, with coverage of 40 to 75 percent of the loan amount or ₹15 crore per project. The guarantee protects the lender against part of its loss on default.
What it means for the borrower
You do not apply to PRSF. You borrow from a participating bank or NBFC, often for a project delivered by an ESCO, and the lender seeks the guarantee. It can make a lender more willing to finance a project with limited collateral, but you still owe the full amount. Ask whether any guarantee fee is passed on to you.
Check before you plan around it
Facilities like this run in funding rounds. BEE points to SIDBI's PRSF website for current terms, so confirm with SIDBI or your lender that it is taking new projects.
