Do Silesian steelworks pay CBAM on imported coke and coal?

No. Coal under CN 2701 and coke under 2704 are not in Annex I of the CBAM Regulation, so importing them carries no CBAM obligation. The steelworks pays for burning them through the EU ETS. CBAM applies only if the works imports covered goods such as pig iron, DRI or semi-finished steel.

Why coke is treated this way

CBAM covers goods at the highest risk of carbon leakage from the sectors listed in Annex I. Coke is an input to steel, and its emissions are caught at the EU installation that burns it, under the EU ETS.

What Senseible does here

Senseible's CBAM cost calculator estimates certificate cost from 2026 to 2034 for covered goods, and non-EU suppliers can use Senseible to keep document-backed fuel and electricity records to share with you. Senseible does not file CBAM declarations or verify emissions.
