Are ferro-silicon and silico-manganese covered by the UK CBAM?
No. HMRC's UK CBAM list marks ferro-silicon (7202 21) and ferro-silico-manganese (7202 30) as excepted, with ferro-silico-chromium, ferro-molybdenum, ferro-tungsten, ferro-titanium, ferro-vanadium, ferro-niobium, ferro-phosphorus and ferro-silico-magnesium. Ferro-manganese, ferro-chrome and ferro-nickel are covered.
Excepted from UK CBAM
- 7202 21 ferro-silicon.
- 7202 30 ferro-silico-manganese.
- 7202 50 ferro-silico-chromium.
- 7202 70 ferro-molybdenum; 7202 80 ferro-tungsten; 7202 91 ferro-titanium; 7202 92 ferro-vanadium; 7202 93 ferro-niobium.
- 7202 99 10 ferro-phosphorus; 7202 99 30 ferro-silico-magnesium; 7202 99 80 other.
Covered
Ferro-manganese, ferro-chrome and ferro-nickel remain in scope, with UK defaults of 1.859 tCO2e per tonne for high-carbon ferro-manganese, 2.585 for high-carbon ferro-chrome and 5.502 for ferro-nickel.
Your steel customers still ask
A UK steelmaker's own figure includes covered ferro-alloys as precursors. Excepted alloys add no CBAM precursor emissions in the UK scheme, but buyers reporting Scope 3 may still ask for their footprint.
What Senseible does here
Senseible reads coke, coal, quartzite and power invoices for a smelter by month, which gives the footprint a steel buyer asks for even where UK CBAM does not apply. We build the figure from your records and check every figure in-house; for the UK it must then be verified by a verifier accredited for UK CBAM. Have your own verifier? Send it to them.
