Our billets were verified by another verifier. Will the UK CBAM accept it?
Yes, if that verifier is accredited for CBAM by an eligible body. HMRC's guidance says the verifier of your finished product should treat the billet supplier's verified figure as equivalent to its own check, and accept the supplier's verification report or summary. It does not have to be the same verifier.
How the rule works
- You may use actual emissions from the plant that made your billets, instead of a default value.
- Those emissions must have been verified under the UK CBAM rules.
- The verifier of your complex good accepts the precursor report or summary as evidence, without re-verifying the billet plant.
What your verifier still checks
- That the precursor figure was verified to the UK requirements.
- That any default value you used for a precursor is the correct one.
- Which year the precursor figure relates to, and the tonnes of billet you actually used.
If your supplier has no verified figure
You can use the UK default value for the billet while using actual data for your own rolling. The reverse is not allowed: actual precursor data with a default value for your finished product.
What Senseible does here
Senseible keeps each billet purchase with its supplier, date and tonnes, so precursor figures can be weighted by what you bought. We build the figure from your records and check every figure in-house; for the UK it must then be verified by a verifier accredited for UK CBAM. Have your own verifier? Send it to them.
