Will the UK CBAM cover diesel and jet fuel from Indian refineries?
Possibly. The UK government says it intends to bring refinery products such as petrol, diesel and jet fuel into the CBAM, subject to a consultation running from 28 October 2026 to 20 January 2027. One option covers fuels and blending components by 8-digit code, such as 2710 1921 kerosene jet fuel and gas oils under 2710 19.
What is proposed
- Scope could start with fuels and blending components from refineries: types of petrol, diesel, jet fuel and kerosene.
- Listed examples include 2710 1270 spirit type jet fuel, 2710 1921 kerosene jet fuel and gas oils under 2710 19 by sulphur content.
- The government would publish default values before any start.
Context
- UK CBAM starts on 1 January 2027 with aluminium, cement, fertiliser, hydrogen, and iron and steel.
- Indirect emissions are delayed to 2029 at the earliest.
- Country-specific default values for current sectors are planned from 2029.
What to do now
Read the consultation and respond by 23:59 on 20 January 2027 if your UK sales are material. No start date for refinery products has been set.
What Senseible does here
Senseible does not build CBAM figures for refinery products. For a refinery's own fuel and power use, it reads the invoices into monthly emissions.
