Which annex of the CBAM default values do I use for goods, electricity and precursors?

Annex I gives goods and precursor defaults by country and CN code, Annex II grid factors for a plant's own electricity, Annex III factors for electricity imported into the EU, and Annex IV the highest precursor values when the origin is unknown. Marked-up values apply to Annex I and IV.

The four annexes

Reading the CN code

A 4-digit code applies to every 8-digit code that starts with it, a 6-digit code to every 8-digit code under it, and an 8-digit code only to that product.

When the country shows a dash

If the good is not listed for the country, or its field shows a dash, use the 'Other countries and territories' table in Annex I.

Mark-ups

Values in Annexes I and IV are increased by 10% in 2026, 20% in 2027 and 30% from 2028, and by 1% for fertilisers. They already reflect whether indirect emissions count for the good. The Commission's report template fills in defaults and mark-ups largely automatically.

Revision

The Default Values Act is to be revised by 2027 at the latest.

What Senseible does here

Senseible reads your invoices into quantities by product, which you can set against the CN codes in these tables. Senseible does not publish or supply the Commission's default values.
