NHS Carbon Reduction Plan Rules for Pharma Suppliers in India
Published 2026-10-13.
Indian manufacturers supply many of the generic medicines the UK's National Health Service buys, and two clusters stand out: the API and formulation plants around Hyderabad, and the formulation belt at Baddi in Himachal Pradesh. Pharmaceuticals are not a heavy-industry sector, but the NHS has set itself a net zero target that includes everything it buys, and it is passing that target down to suppliers.
The question for an Indian manufacturer is what the NHS rules require, when, and how to be ready.
What the NHS asks, and when
NHS England's Net Zero Supplier Roadmap sets the timeline:
- Today: suppliers on in-scope contracts publish a Carbon Reduction Plan covering their UK Scope 1 and 2 emissions and a limited set of Scope 3 categories.
- From April 2027: NHS England says suppliers will publicly report targets and emissions and publish a Carbon Reduction Plan for their global emissions, aligned with the NHS net zero target. A law-firm summary describes the enhanced requirement as applying to contracts worth £5 million or more a year and to all new frameworks, with lower-value contracts staying on the current requirement. Check the June 2026 roadmap for which applies to your contracts.
- From 2028: new requirements for carbon footprints of individual products supplied to the NHS.
Pharmaceuticals are explicitly in scope. For NHS England medicines tenders, net zero and social value are assessed through the Evergreen supplier assessment.
Why this reaches a plant in India
The shift from a UK-only boundary to global emissions is the part that matters. A UK distributor or marketing-authorisation holder whose manufacturing happens in Telangana or Himachal will need that plant's energy and emissions data, and from 2028, a product footprint for what it supplies.
Where a pharma plant's emissions are
- Steam: boilers for reactors, drying and HVAC, often on coal, furnace oil, natural gas or biomass.
- Electricity: chillers, HVAC for clean rooms, compressors and utilities run all year.
- Solvents and purchased materials: Scope 3, often the largest share for API makers.
Paying for the reductions
Boiler fuel switching, heat recovery, efficient chillers and rooftop or open-access solar are standard green loan projects. Lenders want the same baseline the NHS will ask for: twelve months of fuel and electricity by site, production for the same months, and the expected saving. For the Indian loan process, read how to get green loans using carbon data; for product footprints, see the product carbon footprint calculator.
A practical starting point
- Build a site-level Scope 1 and 2 inventory from fuel invoices and electricity bills.
- Map your top purchased materials and solvents for Scope 3.
- Set a reduction target and a dated plan; that is what a Carbon Reduction Plan is.
Senseible turns fuel invoices and electricity bills into emission records linked to their source documents, the evidence a customer or the NHS can check.
