Senseible

Can an EU CBAM verifier send staff from an Indian branch to verify us?

Partly. An accredited CBAM verifier may outsource some verification work to another body, such as a local branch or subsidiary, with your consent and a binding contract. It keeps full responsibility and may not outsource the independent review or the issuing of the report. Hiring an individual expert is not outsourcing.

What the rules allow

The Commission's Questions and Answers say an accredited CBAM verifier may outsource certain verification activities to another body within the limits of the accreditation rules and EN ISO 14065. The verifier needs a written procedure for outsourcing, independent evidence that the branch meets the ISO requirements on competence, impartiality and confidentiality and knows the CBAM rules, and a legally enforceable contract with it. You, the operator, must agree.

What only the accredited verifier can do

An individual expert is different

If the verifier contracts a person, say a process engineer who knows rotary kilns or ammonia units, to join its team under its own management system, that is not outsourcing. Your consent rules for outsourcing do not apply, but the person still has to be independent of your plant.

Before you sign the consent

Worked example: who may do what on one engagement

An example split. The verifier's contract and procedures set the actual split, within the rules.

What Senseible does here

Senseible prepares your CBAM file and the evidence index the verifier's team works from, wherever its staff sit, and checks every figure in-house. Senseible's check is not an accredited verification: an accredited verifier, the one Senseible partners with or your own, does that.
