Which EU accreditation bodies accept CBAM verifiers based outside the EU?

As of the Commission's 21 October 2026 update, seven of the 24 national accreditation bodies offering CBAM accreditation accept verifiers based outside the EU: COFRAC (France), ESYD (Greece), Accredia (Italy), RvA (Netherlands), PCA (Poland), SNAS (Slovakia) and Swedac (Sweden). An Indian verifier's CBAM certificate should come from one of them.

Why only an EU body counts

CBAM accreditation can only be granted by a national accreditation body in an EU Member State, or in an EEA country once CBAM is part of the EEA Agreement. An accreditation from an Indian or other non-EU body does not make a firm a CBAM verifier. It can only shorten the EU assessment, as evidence of competence in ISO 17029 or ISO 14065.

The seven that take third-country applicants

Bodies that do not take non-EU firms

The other national bodies offering CBAM accreditation, including Germany's DAkkS, Austria's AA, Belgium's BELAC, Finland's FINAS and Spain's ENAC, had not agreed to accredit third-country applicants as of 21 October 2026. Some, such as the Czech, Hungarian and Romanian bodies, were not yet ready to accept any applications. Cyprus, Estonia, Ireland and Malta do not offer CBAM accreditation at all. The table changes, so check the dated Commission file before relying on it.

If you run an Indian verification firm

If you run an Indian plant

  1. Ask the verifier for its CBAM accreditation certificate and check the issuing body against the seven above, or against an EU firm's own national body.
  2. Check that the scope on the certificate covers your goods.
  3. Check that the accreditation is valid on the day the verification report will be issued, not only when you sign.
  4. Check the verifier is registered in the CBAM Registry. The Commission will publish the list of accredited verifiers on its CBAM verification page.

What Senseible does here

Senseible's CBAM Suite exports a verifier pack with an evidence index, a sampling list and a checklist, which any accredited verifier you appoint can work from. Senseible does not accredit verifiers and is not an accredited CBAM verifier.
