Do captive coal power plants have to run at full capacity until December 2026?

Yes, if they are 50 MW or larger. Directions issued by the Ministry of Power under section 11 of the Electricity Act on 25 September 2026 require captive coal plants of 50 MW and above to generate to the maximum of their available capacity from 1 October to 31 December 2026, and to sell surplus on power exchanges.

What the directions require

Who is on the list

The annexure names the plants addressed, mostly steel, cement, aluminium, alumina, zinc, fertiliser, refinery, paper and ferro alloy units.

What it means for emissions accounting

Coal burnt in a captive plant is the owner's Scope 1. Running harder for the grid raises the owner's Scope 1 for those months; power sold on the exchange leaves with that coal's emissions, which matters if the plant's owner reports emissions per tonne of product. Buyers of that power on the exchange report it as grid electricity.

What Senseible does here

Senseible records captive generation, coal bills and exported units separately, so a plant that sells surplus power can show product emissions with and without the exported share.
