Is hot-rolled coil and plate under CN 7208 covered by CBAM?

Yes. Flat-rolled iron or non-alloy steel, hot-rolled, 600 mm or wider, is CN 7208 and covered under the Chapter 72 line of Annex I. Direct emissions only. A rolling mill that buys slabs passes on the slab maker's figure as a precursor and adds its own reheating fuel.

Is it covered?

Yes. CN 7208 hot-rolled flat products 600 mm wide or more are covered. Narrower hot-rolled strip moves to 7211, also covered. Only direct emissions count for iron and steel.

Default value

The Commission sets default values by CN code and country of origin in the annex to Implementing Regulation (EU) 2025/2621, with a mark-up that rises over the first years. We do not quote the figure here. Open the annex, find your code and India, and treat it as the number your buyer pays on if you send nothing usable.

What to send your EU importer

The common mistake

Leaving out the reheating furnace. Rolling mills burn natural gas, LPG or furnace oil to reheat slabs, and those are direct emissions of the rolling step. Add them to the slab figure, per tonne of coil shipped, allowing for yield loss.

What Senseible does here

Senseible reads fuel, electricity and purchase invoices into dated, fingerprinted installation records, the starting point for the actual emissions an EU importer asks for. It does not file CBAM declarations or verify emissions.
