What do I do under CBAM when a meter fails or a reading is missing?

Fill the gap with a conservative estimate: one that cannot understate emissions or overstate production. Replace a broken meter quickly, write your gap method into the monitoring plan, and review how to prevent a repeat. A verifier treats a data gap as a misstatement that must be closed, even if it is small.

How to fill each kind of gap

Put the method in the plan

The method you choose goes into the monitoring plan for future use. Review regularly how to avoid the same gap, for example by keeping spare units of critical instruments.

What the verifier does

The verifier checks that your gap method was appropriate and applied correctly. If the method was not in the plan beforehand, the verifier checks that it cannot understate emissions or overstate production. Data gaps count as misstatements, so you must close them with surrogate data before a verification statement is issued, even when the gap is below the materiality threshold.

What Senseible does here

Senseible flags a bill or invoice line with a missing quantity or unit as needing data instead of filling in a number, so a gap stays visible until you resolve it. The estimate method is still yours to document.
