My discom green requisition is fixed for a year. What do I claim in a month when my factory uses less than the green quantity?
Our reading: claim the lesser of the green units billed and your use that month, at zero. The Electricity (Promoting Renewable Energy Through Green Energy Open Access) Rules, 2022 fix the requisition for at least one year and allow voluntary purchase above the obligation in steps of 25% up to 100%. They say nothing about months of low use.
What the Rules fix
- Rule 4(2)(C) lets any consumer buy green energy up to a certain percentage of consumption or its entire consumption, by placing a requisition with the distribution licensee, with the flexibility to give separate requisitions for solar and non-solar.
- Rule 4(2)(C)(b) says a consumer buying more renewable energy than he is obligated to do may do so in steps, which the Rules say is for ease of implementation: twenty five per cent going up to a hundred per cent. This is permissive and applies to a voluntary purchase above the obligation.
- The requisition shall be for a minimum period of one year, and the quantum of green energy shall be pre-specified for at least one year.
- The tariff is set separately by the appropriate commission, from the average pooled cost of renewable power, cross-subsidy charges if any, and service charges.
- Accounting of renewable energy supplied at the distribution licensee level shall be on a monthly basis.
What the Rules leave open
- How a percentage turns into a fixed quantity each month.
- What the bill shows in a month when you use less than the quantity.
- Whether unused green units carry over. Rule 8 on banking applies to open access consumers and is a separate arrangement.
A working rule for Scope 2
Our reading, not a line from the Rules: a market-based claim cannot exceed what you consumed. In each month take the smaller of the green units on your bill and your consumption, and treat the rest as ordinary grid power at the factor you use for uncovered units.
Add the months to get the year. Our reading: do not average the requisition over the year. Rule 4(2)(C)(g) sets monthly accounting at the licensee, and we apply the same monthly view to your claim.
If the non-solar part includes biomass, ask for the emission factor that applies to it before using zero. The Rules count renewable sources including hydro as green energy, and the Greenhouse Gas Protocol Scope 2 Guidance asks that the instrument convey the emission rate of the generation.
Two months on a quantity of 200 megawatt hours (MWh)
- Assumed green quantity on the bill: 200 MWh a month, held for the year
- Month A: use 260 MWh. Covered: 200 MWh at zero. Uncovered: 260 minus 200 = 60 MWh
- Month B: use 150 MWh. Covered: at most 150 MWh. The other 50 MWh billed is not consumption, so it is not claimed
- Two months: use 410 MWh, covered 350 MWh, uncovered 60 MWh
- Uncovered carbon dioxide (CO2): 60,000 kilowatt hours (kWh) x 0.675 kilograms (kg) per kWh = 40,500 kg = 40.5 tonnes
- Location-based for the same months: 410,000 kWh x 0.675 = 276,750 kg = 276.75 tonnes
The figures are an example. The grid factor 0.675 kg CO2 per kWh is for financial year 2025-26. Your discom's order says what happens to green units billed above consumption.
What Senseible does here
Senseible reads your electricity bills into dated, fingerprinted records and keeps renewable purchase records beside them. Add the green units billed from your discom statement.
