Do solvent VOC emissions count in my greenhouse gas inventory?

No. Volatile organic compounds are not among the seven greenhouse gases the GHG Protocol requires, so evaporated solvent does not go into Scope 1. You may report the CO2 they form later in air as a separate memo item, and you still report VOCs as air pollutants under BRSR and your consent.

Which gases the inventory covers

The GHG Protocol Corporate Standard covers carbon dioxide, methane, nitrous oxide, HFCs, PFCs, sulphur hexafluoride and nitrogen trifluoride. Toluene, xylene, MEK, ethyl acetate and other common solvents are none of these. Their vapour harms air quality and forms ground-level ozone, but it is not counted in Scope 1.

The exceptions to watch for

Indirect CO2 from VOCs: optional and separate

Over hours to months, depending on the compound, VOCs in the air oxidise to CO2. The IPCC 2006 Guidelines describe how to estimate this indirect CO2 from the carbon in the solvent, and national inventories may report it. For a company inventory it is optional. If you include it, use mass of solvent lost x carbon fraction x 44/12, and show it as a memo line outside your Scope 1 total so it is not mistaken for direct emissions.

Where VOCs are reported instead

BRSR Principle 6 asks for air emissions other than greenhouse gases, and VOCs are listed there with NOx, SOx and particulate matter. Your state pollution control board consent may also set VOC limits or monitoring. Track solvent purchases, recovery and stock so the same mass balance serves both the air emission figure and any memo CO2.

Worked example: 10,000 kg of toluene lost to air in a year

Solvent lost = purchased minus recovered minus change in stock minus solvent leaving in product or waste.

What Senseible does here

Senseible reports greenhouse gases from fuel, electricity and other invoices; VOCs are not converted to CO2e. Solvent purchase invoices are kept with their quantities, which you can use for your own solvent mass balance.
