Senseible

Is there a limit on how high a discom's green tariff can be?

Yes. In May 2023 the Ministry of Power told state commissions that a green tariff should never exceed the discom's average power purchase cost of renewable energy, plus a surcharge of 20% of the average cost of supply, plus a reasonable margin of about 25 paise per unit.

How the green tariff is built

Under the Green Energy Open Access Rules, 2022, the state commission sets the green tariff from three parts: the average pooled power purchase cost of renewable energy, cross-subsidy charges if any, and service charges covering the discom's prudent cost of supplying green energy.

The ceiling

How a factory can use this

Ask your discom or commission for the average renewable power purchase cost and average cost of supply in the latest tariff order, work out the ceiling, and compare it with the green premium you are quoted. The letter is a direction to commissions; your tariff order is what the discom bills.

Both input figures are assumed; take them from your state tariff order.

What Senseible does here

Senseible reads the green tariff line separately on your bill, so units bought at green tariff can be shown apart from ordinary discom units in market-based Scope 2.
