How much can a discom charge for standby power under green energy open access?

Standby charges under green energy open access are capped at 25% of the energy charges of your tariff category, after the January 2023 amendment raised the cap from 10%. They do not apply at all if you give the discom notice before the day ahead market closes on the day before delivery.

What standby means

Standby power is what the discom supplies when your open access source fails, for example a generator outage or a transmission fault. The Rules say the charge should reflect the discom's cost of keeping that support ready.

What to do with it

Build the standby charge into your landed cost comparison only for the outage days you expect, and agree with your developer how they will warn you of planned maintenance early enough to give notice and avoid it.

Worked example: the cap in rupees (illustrative rates)

The rate is assumed; your state commission sets the actual charge.

What Senseible does here

Senseible keeps standby units on the bill as discom units, so they appear in location-based Scope 2 on the grid factor rather than being counted as green.
