Can an Indian JCM project also issue Verra, Gold Standard or CCTS credits?
Not for the same tonnes. The India-Japan JCM Rule of Implementation says mitigation outcomes that have received JCM credits may not be issued credits under any other crediting mechanism. India applies corresponding adjustments to JCM credits issued in Japan's registry and to JCM credits in India's registry authorised for other international mitigation purposes.
The rule
- Paragraph 9: tonnes credited under the JCM cannot be credited under any other mechanism.
- Paragraph 12: India applies corresponding adjustments to JCM credits in Japan's JCM registry, and to those in India's registry authorised for other international mitigation purposes.
- Paragraph 13: each government checks issuance and use to make sure nothing is double counted.
Where JCM credits go
Part of the credits can be used as internationally transferred mitigation outcomes toward Japan's target or other international purposes. The rest can count toward India's target or be transferred for other international purposes. Each government keeps a registry and issues the amounts the Joint Committee notifies, and participants open accounts in Japan's or India's registry to receive them.
Verra closes the door from its side too
VCS Standard v5.0 bars projects registered with and active in another GHG programme from seeking VCS registration, and forbids seeking credit for the same reduction under the VCS and another programme. So a live JCM project cannot run a parallel Verra registration for the same activity.
Settle this before you sign
- List every programme, buyer or forward sale already attached to the project.
- Agree in writing which tonnes, years and sites the JCM covers.
- If the project leaves another programme to join the JCM, keep the evidence of the date it became inactive there.
Example: one year of a JCM project
- Verified reductions: 3,000 t CO2e
- JCM credits issued: 3,000, none of which can be issued again elsewhere
- If the agreed split is 1,500 to Japan's registry and 1,500 to India's: India adjusts for Japan's 1,500
- India's 1,500 count toward India's target unless authorised for other international uses, which also triggers an adjustment
The 50:50 split is an example; the Joint Committee decides it per project.
What Senseible does here
Senseible keeps a plant's energy and fuel records month by month, traceable to source bills, which is the evidence behind project emissions that a third-party entity checks. It does not prepare or file JCM documents.
- What a corresponding adjustment is
- India host country authorisation
- Moving a project to Verra
- Carbon credits
