How does an Indian company start a project under the India-Japan JCM?
Start with a Project Idea Note showing the project fits India's list of activities approved under Article 6.2. After India's in-principle approval, the Joint Committee decides whether it objects. Only then can you seek registration, with a draft PDD and a Sustainable Development Implementation Plan for public inputs and third-party validation.
Before you write anything
- The JCM is a cooperation in which the Japanese government and Japanese entities work with Indian ones on projects in India, so you need a Japanese counterpart.
- Check your activity against India's Article 6.2 list; the idea note must show the fit.
- Name one focal point entity with authority to speak for all participants.
- Everything is submitted in English.
From idea to registration
- Submit the Project Idea Note to the secretariat.
- India gives in-principle approval; the Joint Committee then decides, with both governments' approval, whether it objects.
- Use an approved JCM methodology, or propose one; proposals go out for public inputs before the Joint Committee decides.
- Submit the draft PDD and the Sustainable Development Implementation Plan together; both go out for public inputs, possibly in one round.
- The secretariat reviews the plan; a third-party entity you hire validates the PDD.
- Request registration with the validated PDD, validation report, reviewed plan and credit allocation form.
- Both governments issue a letter of authorization and approve the credit share, crediting period and uses; Japanese entities register on India's carbon market portal to receive theirs.
- After registration, India gives a Letter of Intent for issuance and authorization of the credits.
After registration
- Monitor under the PDD and prepare a monitoring report and a Sustainable Development Implementation Report.
- The third-party entity verifies; the secretariat evaluates the report, with a site visit if needed.
- Open registry accounts and request issuance; the Joint Committee decides within 60 days of a complete submission, after both governments approve.
What Senseible does here
Senseible keeps a plant's energy and fuel records month by month, traceable to source bills, which is the evidence behind project emissions that a third-party entity checks. It does not prepare or file JCM documents.
