Is power from a captive coal plant in an Indonesian industrial park Scope 1 or Scope 2?

It depends on who owns or controls the plant. If your company owns or operates it, the coal burnt is Scope 1. If a park operator or another company runs it and sells you power, it is Scope 2, calculated with that plant's own emission rate rather than the national grid average.

Owned or controlled

Report the coal combustion in Scope 1 using the coal's own carbon content or the IPCC default for its type. Do not count the same power again in Scope 2.

Bought from the park

Report it in Scope 2. Because the park is not on the public grid, a location based figure should use the supplying plant's emission rate, from its fuel use and output. The Java and Bali grid average does not describe it.

What Senseible does here

Senseible reads each site's monthly electricity bills into a dated, fingerprinted Scope 2 record. Grid factors outside India are entered from the official source for the country and year, and are labelled with that source.
