How are CBAM embedded emissions worked out for steel billets made in an induction furnace from coal-based sponge iron?

Add the embedded emissions of the sponge iron, pig iron and ferroalloys charged to the shop's own direct emissions, then divide by tonnes of billets. The induction furnace's electricity is not counted for steel. Because coal-based sponge iron is carbon intensive, its value usually makes up most of the billet figure.

The formula for a billet

Billet embedded emissions per tonne = (tonnes of each precursor charged x its embedded emissions per tonne + direct emissions of the melt shop and caster) / tonnes of billets produced.

Billets (CN 7207) fall in the crude steel category. Under the transitional rules in Implementing Regulation (EU) 2023/1773, the relevant precursors for crude steel were pig iron, DRI (sponge iron), ferro-manganese, ferro-chrome, ferro-nickel and crude steel from another plant. Scrap was not a precursor, so it entered with zero embedded emissions. The EU has proposed counting pre-consumer scrap, so confirm the precursor and scrap rules in Implementing Regulation (EU) 2025/2547, as amended, for the year you export.

What counts as the melt shop's direct emissions

How a unit can lower the number

Worked example: one month at an induction furnace shop (illustrative)

Precursor values and the carbon balance are assumptions for the arithmetic, not defaults. The LPG factor is the IPCC 2006 default. Furnace electricity is left out because CBAM does not count it for steel.

What Senseible does here

Senseible reads the unit's coal, LPG, furnace oil and electricity bills and keeps them as documented records (coal 2.42 kg CO2 per kg, LPG 2.98 kg per kg). The precursor values, charge mix and carbon balance come from the plant and its suppliers; verification of actual emissions and the CBAM declaration stay with your accredited verifier and EU importer.
